hey for some reason when i try to download this dll file
its says that it has been blocked because my safety zone was to high so i made it low and it still didn't work any help

But it sounds not like window error message,may be because your anti-virus software.

i got it but it said windows dosn't know what created it I NEED IT TO PLAY SPORE tm!

I said, give us the EXACTLY error message,not in your own language.
And you don't need to open dll file.just register it.
If you can't open ".zip" file, download winzip or other unzip software (search in google).

i re downloaded it and it still says can not find i want sporrre

you have to register it.

to regsiter this file:
copy file to windowssystem32 folder then start-run and wrtite:
"regsvr32 /i [comond line]d3dx9_27.dll"

for example:
"regsvr32 /i C:WINDOWSsystem32d3dx9_27.dll"

than ok
