D3DRM.DLL is Direct3D Retained Mode, a very old technology from 1997 that was removed from Windows Vista. Almost no applications use it . If you installed an older Architectual CAD program and it won't because "d3drm.dll" is missing, please try to put the dll in the program's directory. If you try to uninstall winfox :" internal error, unable to load or call DLL. Please contact your vendor for more information".That because winfox is usually packaged with Leadtek hardware. However, it is not compatible with Windows Vista yet. You need to uninstall it: go into control panel->add/remove programs->uninstall winfox.Winfox is a 'display properties' menu in your taskbar. unless you are swapping monitors on a daily basis, you really don't need to have it installed anyway. This dll is part of DirectX, please try to reinstall DirectX9, will resolve most of promble. If you run vista, please copy this file to windows/system32 folder.
